I would recommend against toning whilst your hair is still orange especially when dealing with the wella t18 toners as it is recommended to use on very light hair maybe around a level 9 or 10.

If you want to get rid of a yellowish orange tone to get to a silver color you should opt for the wella 10 toner.
It only works on light yellow hair.
